HiiL (The Hague Institute for Innovation of Law) is a social enterprise devoted to user-friendly justice. That means justice that is easy to access, easy to understand, and effective. HiiL will ensure that by 2030, 150 million people will be able to prevent or resolve their most pressing justice problems. HiiL does this by stimulating innovation and scaling what works best. People at HiiL are friendly rebels focused on concrete improvements in the lives of people. Data and Evidence are central in all that HiiL does.

Each year approximately one billion people across the world experience legislative issues and challenges. Some 76% has insufficient opportunities to reach a favourable solution or feels mistreated. For HiiL this percentage is unacceptably high.

HiiL operates on the belief that justice systems around the world need to be improved. Guided by the belief that justice should be accessible to everyone, HiiL works to increase access to justice and enhance the rule of law. With a strong belief in knowledge-based research, HiiL combines this with the view that innovation of justice is key to improving legal journeys around the world.

HiiL works with ministries, courts, international organisations, NGOs and justice entrepreneurs. Organizations that are looking for fair and innovative solutions that can be sustainably funded and can catalyse systemic change. HiiL teams with governmental bodies, lawyers, judges and magistrates in Africa and the MENA region, but also in countries such as Ukraine and Bangladesh.

HiiL aims at creating user friendly justice (data + innovation + transformation = user friendly justice). Justice that is understandable, available, affordable and that delivers fair solutions.

HiiL operates as a social impact enterprise and is sustainably run as a business. HiiL is funded by national governments (such as Sweden and The Netherlands), international organizations (such as EU and UNDP) and private foundations and individuals. Total budget in 2018 was €4,6 Mio, which will grow to €8 Mio in 2019. There is a growth ambition to a budget of €15 Mio by 2021.

HiiL’s head office is located in The Hague, The Netherlands. This is the world’s city of peace and justice. Some 30 committed professionals work at these head offices. In addition, several associates work in the countries where HiiL is involved.

HiiL has seen substantial growth over the past years. The number of international projects has grown strongly and with it the size and the complexity of individual projects.

Currently, HiiL is primarily organized along the scope of the various product groups, notably Data, Innovation, Transformation. Because of the increase of projects, both in number and in complexity, the importance of project management and optimal cooperation between product groups and departments must be leading.

In line with this new organizational set-up, the vacancy of Director of Projects, leading the Project Management organization, has been created. HiiL is interested to meet qualified candidates for this challenging position.

Vacancy

We are looking for an experienced Director of Projects. He/she will help HiiL deliver the user friendly justice HiiL stands for in the most effective and efficient way possible. HiiL is moving from being a product-driven organisation to a project-driven organisation. The value proposition/results HiiL delivers to its clients requires input from different product groups. Soon HiiL will be a mid-sized social enterprise, operating internationally in various countries and partnerships, therefore the strengthening of the organization of HiiL becomes a vital element. That means that the Director of Projects manages the project portfolios and the project managers. He/she ensures the completion against agreed deliverables and timings. The Director of Projects is end responsible for project delivery and will help HiiL make this transition and put in place the necessary structures, processes, and culture to make it happen.

Key Accountabilities

Set objectives in line with organization and client needs, which may include scope, content, timings and budget • Liaise with the directors of the different HiiL Product Groups to ensure the right expertise is included in the project team • Plan work and set deadlines to meet the agreed needs • Improve the internal way of working by engaging and supporting all employees in making the necessary changes • Select, lead and motivate both internal and external stakeholder organizations • Monitor the work to make sure it is on time and within budget • Co-ordinate the work of project team and delegate tasks where appropriate • Identify and manage risks to ensure delivery is on time • Implement any changes throughout the process • Report regularly to management and the client

Candidate profile

The person we are looking for ensures that HiiL Project Managers deliver projects on time and within budget, by planning and organizing finances and people. The ideal candidate will also seek personal project management involvement and leads by example. Can you shift readily between the ‘big picture’ and the small-but-crucial details? Do you enjoy working under pressure and are you comfortable with change and complexity in a very dynamic international environment? Do you have a broad and flexible toolkit of techniques, resolving complex, interdependent activities into tasks and sub-tasks that are documented, monitored and controlled? Can you connect high level substance expertise with top level delivery? Are you a servant leader and coach who helps, supports and enables others to excel?

Functional Capabilities

Educated to degree level (preferably economics, business) or equivalent • Has 10+ years of proven experience as a project manager in dynamic work environments and teams with international high-level professionals • Has experience in contributing to the Management Team • Proven experience in guiding complex projects from proposal writing to completion against agreed deliverables and timings • Proven experience in guiding Project Managers in the transition from a small business to a mid-sized company • It is valued an asset if the candidate has experience in working with government(al bodies), public sector, public-private partnerships. • Has extensive knowledge of common project management tools and techniques (s.a. PMP or PRINCE II) • IT savvy • Excellent English is a must and a good understanding of French is a plus • Having worked in an environment servicing various international stakeholders is a plus
