HiiL (The Hague Institute for Innovation of Law) is a social enterprise devoted to user-friendly justice. That means justice that is easy to access, easy to understand, and effective. HiiL will ensure that by 2030, 150 million people will be able to prevent or resolve their most pressing justice problems. HiiL does this by stimulating innovation and scaling what works best. People at HiiL are friendly rebels focused on concrete improvements in the lives of people. Data and Evidence are central in all that HiiL does.

Each year approximately one billion people across the world experience legislative issues and challenges. Some 76% has insufficient opportunities to reach a favourable solution or feels mistreated. For HiiL this percentage is unacceptably high.

HiiL operates on the belief that justice systems around the world need to be improved. Guided by the belief that justice should be accessible to everyone, HiiL works to increase access to justice and enhance the rule of law. With a strong belief in knowledge-based research, HiiL combines this with the view that innovation of justice is key to improving legal journeys around the world.

HiiL works with ministries, courts, international organisations, NGOs and justice entrepreneurs. Organizations that are looking for fair and innovative solutions that can be sustainably funded and can catalyse systemic change. HiiL teams with governmental bodies, lawyers, judges and magistrates in Africa and the MENA region, but also in countries such as Ukraine and Bangladesh.

HiiL aims at creating user friendly justice (data + innovation + transformation = user friendly justice). Justice that is understandable, available, affordable and that delivers fair solutions.

HiiL operates as a social impact enterprise and is sustainably run as a business. HiiL is funded by national governments (such as Sweden and The Netherlands), international organizations (such as EU and UNDP) and private foundations and individuals. Total budget in 2018 was €4,6 Mio, which will grow to €8 Mio in 2019. There is a growth ambition to a budget of €15 Mio by 2021.

HiiL’s head office is located in The Hague, The Netherlands. This is the world’s city of peace and justice. Some 30 committed professionals work at these head offices. In addition, several associates work in the countries where HiiL is involved.

In addition, key employees may lack the skills needed to cope with the additional complexity that growth brings. In line with these new organizational demands, the vacancy of Director of Support Services has been created. HiiL is interested to meet qualified candidates for this challenging position.

Vacancy

We are looking for an experienced Director of Support Services, who will steer HiiL in making the growth transition and put in place the necessary structures, processes, and culture to make it happen. Soon, HiiL will become a mid-sized social enterprise operating internationally in various countries and partnerships, the strengthening of the professionalism of HiiL becomes a vital element. The internal need to specialize knowledge, develop competencies, set values and preach accountability is now an imperative and therefore part of this role. He/she will work closely with the CEO.

He/she will supervise the following departments:

• Finance & Reporting
Run Budget Cycle; Financial Reporting (weekly/monthly); Project Reporting (weekly/monthly); Approval project budgets; Project landing forecast reporting; Annual audit, purchases and invoices, cashflow etc.

• HR
Manage the HiiL staff resource base; Procedures; Recruitment; Onboarding; Retention; Absenteeism; Out Counseling; Talent and Succession Management, People Development, Performance and Reward Management; Organizational Development

• Staffing
Based on project proposals and budgets allocate resources; Manage resource availability and productivity; Pro-actively manage overall resource levels and capability availability

• Process Excellence & IT
Map HiiL best-in-class processes; Anchor the HiiL way of working; Source and develop tools and IT systems
Knowledge sharing processes & procedures

• Communication
Manage the HiiL communication message (internal and external, off and online)

• Security
Conduct proactive risk assessments; Provide staff with security advise; Ensure staff security

Candidate profile

The ideal candidate is a true professional in his/her areas of responsibility. He/she has proven successful change experience in a complex, international and above all professional organization. Experience in the sector is a plus but not a must. In fact, expertise in more business orientated companies can be a benefit.
In combination with the above mentioned, the personality of the candidate is the most important factor. He/she has to match with the HiiL culture, where change is a must, but always with respect towards the heritage and ideology of the organization.

Functional Capabilities
• Educated to degree level (preferably economics, business or HRM) or equivalent • Has 10+ years of proven experience, with combined Financial and HR responsibilities • Has experience in contributing to the Management Team • Proven experience in guiding Support Staff in the transition from a small business to a mid-sized company • IT savvy • Having worked in an environment servicing various international stakeholders is a plus • Having worked in international and dynamic environments is a plus • Excellent English is a must and a good understanding of French is a plus
